cigarette polluters and the law?

I live in Los Angeles California. And I believe we have one of the best police departments in the world. I have much respect for their authority. I know that they are very observant. So I know also that they see people throwing out the butts of their cigarettes when they are driving down the road. I know I do. And I hate it. And I know it is illegal to litter. Especially throwing burning object out onto the road. So why doesn't the L.A.P.D. and any other law enforcement agency enforce this law. If I see it happening, then I know they see it happening. Just think... $1000.00 fine for every conviction. It is bad enough I have to breathe their second hand smoke. Yes I can smell them even if they are going 60 MPH 10 car lengths ahead of me. But the fact that I have to look at all those butts lying around for no one to pick up. Getting washed into my beautiful ocean. I can't even go Scuba Diving to avoid them because they are all over the ocean floor to. Come on officers start enforcing this law!!! But you don't,Why?
