Chrysler Sebring Convertible Mechanic Difficulties?

I have a 1998 Chrysler Sebring Convertible JXI
It has a few problems that I need some help with:
Cooling System:
My car overheats, big time. Fan doesn't work - hotwired it to the battery. It seems the part of the cable coming from the fan works, the one connecting to the rest does not (Has no charge), hot wired it over, still heats up but alot less (gets about 1/2 way, staggers, then goes up, but at a slow pace throughout - can still overheat over 25+Miles - without it overheats over 10+), thinking gaskets, pump/thermostat - something in that area ? Any input?
As to why the other part has no charge +/-
Checked Fuses, all of them are good but I have several that even though are good, are not relaying any charges. Some of it still WORKS though (as in the part it goes to), as in HOW DO YOU WORK WHEN YOU DON"T GO THROUGH FUSE?

Several of these fuses don't work by work I mean don't have a charge - Also my Reg. Head lights dont work but High Beams do, fuses are good, bulbs are good...

Replace your thermostat. Undo the fan hot wire monkeying, since the radiator fan is not meant to work all of the time. As far as your headlights go, you may just need a new dimmer switch.
