chrysler 55 outboard runs but no power?

hi ive got a chrysler 55 hp outboard engine it starts fine runs good but wen u give it throttle in neutrel it revs good but put in water and it dont rev good and moves slow ive checked timing spark fuel jets but cant work it out does any1 no y it does that
