yes God determines but also tells us how to know if a person is saved or not.
in fact he commands us to know and gives us instruction on how to tell.
God also gave us instructions on how a saved person should live.
If they do not live according to that prescribed way they may not be saved but just believe they are and trying to live the way by their own efforts not God's.
