There is also not one that specifically condemns it either!
Clearly more men and women marry than to people of the same sex, so just because it is not dealt with in the bible doesn't mean that it did not occur or that it is prohibited.
Also, the bible talks of how to treat your slaves, but in our society we believe slave holding is wrong. Things do change with time and the bible didn't deal with a lot of things that were just not technologically possible.
Most important is that Jesus, never specifically condemns it, or mentions abortion or many other things that people get their socks in a knot about.
Jesus does go on in chapter 11 of the 19th chapter of Matthew to say that not everyone can accept this teaching and it is only for those who can, then he gives examples of some of those who cannot.
As to Romans, Paul was a Zealot (fanatical) Jew who became a fanatical Christian. He never knew Jesus and admits in his letters that his views are his views and not those if Jesus. Paul was legalistic and not very forgiving, unlike Jesus who was tolerant and exceedingly forgiving.
