Christians- is the way you dress a reflection of your heart?

I got told by a guy in church that my dress is not going to attract the attention of a Godly guy, I don't show cleavge or anything like that, so I got a but confused. Is the way you dress a huge issue if your a Christian? Should there be a guide line on what you can and what you can't wear???
