Contracts change, but if you think that public sector unions haven't been given pretty damn close to a free pass for a lot of years, you're delusional or don't pay attention.
 
This is actually one of the true things that teachers go through that is wrong.

My girlfriend is responsible for buying 90% of the stuff in her classroom. She spenRAB roughly 1k-2k every August buying shit like posters. The school reiraburses up to $250. That's bullshit.
 
Each healthcare plan is district based, so it's very likely that it is. You can't make a blanket statement like that, because it's highly inaccruate.
