Child care financial assistance, but I have to file for custody first?

I've been trying to get government assistance in New York state since I'm only working about 8 hours a week, and one thing that I need in particular is child care. I am a single mother, but the father and I have not filed anything through court. This causes the issue, however, because to pay for child care costs, the state wants to see proof of my filing for custody. However, the father and I don't want to go through with this; it seems much to excessive for something that we've decided on our own. There are no phone numbers for this place, therefore no way to get in contact with someone to ask, so I was wondering if any of you might know if there's an alternative that would satisfy this need for them? I'm in New York state, if that makes any difference. He keeps saying something about a plan we could agree on, but I've never heard of such a thing, so I don't know if it's something they would accept?
Wow, first response, way to assume things. What does my paying for child care compared to the state paying for child care have to do with the love for my child? I have no respect for my ex. But neither of us want to go through court. I'm so unfamiliar with this sort of situation and frankly, I'm a bit scared to go to such extreme measures. And no one has any answers for me on anything. Good job in attempting to insult and make assumptions about someone a bit overwhelmed with this process.
 
No, sounds like you sadly care more about your ex than your children and you deserve the hell you have made.
