We adopted a chihuahua mix on June 7th. His first experience with my friend's dog (a lab) was not good because when they were sniffing each other a little girl came up and pet him, so he got very spooked, and started snapping and growling. Today the neighbor dog (a teddy bear) was out and instead of Oscar growling and barking they were both whining at each other. Does this mean it's okay for them to meet? The whining makes me believe these two dogs can meet with no problem. He growls at all other dogs, but the girl pom to the left of us and the male teddy bear to the right of us.
