Chevy s10 2001 fuel tank removal, and fuel line bleed?

I've been trying to remove the fuel tank. There are two bands holding it to the chassy. The band towards the rear is removed, but the band under the driver-side is difficult. One side of it is unclamped, but the other side, the side of the belt that is nearest the driver-side of the truck, is connected to a very long bolt, as well as 4 more bolts that are connected to the chassy. I got the 4 bolts off of the side, but the tank still wont come down. Is it necessary that I remove the nut on that very long bolt to get the tank off? That nut is very hard to get to with a wrench, and the bolt is way too long for my sockets. What the heck was Chevy thinking when it designed this? How am I to get that final bolt off to get the tank off?

The other question is, how can I bleed the fuel line so that the rest of the contaminated gas does not get to the engine? Where is the line connected to the engine? Where is the fuel filter? Should I add some sort of engine-cleaner to the new fuel after I've cleaned out the tank with new gasoline?

I need to flush it because there's a good chance that someone put something like sugar in it.

The band under the passenger side will not drop because there's one very long bolt that is very hard to work with. This blot is pointing straight down, and the metal strap is above it.
