chevy 454 budget build?

The 454 came out of a 1995 chevy C2500 pickup. What can i buy to make between 400 to 600hp on the 454, I want it to be a budget build, and I don't want to buy heads unless I really have to.

There is one rule Everybody has to except." Horse power cost money" There is no such thing as a cheap 600hp motor.

The cheapest way is headers, or you can change/lower the gear ratio in the rear end or chriogenic(spellin idk) fuel system
