Chevrolet 283 engine harmonic balancer?

I have a 1965 Chevy p/up that has been 'enhanced' with a 283 V8 and a four speed transmission. It has this rather large device on that front of the crankshaft that I have been told is a harmonic balancer - so far, so good. Just one problem. I have no idea what a harmonic balancer is.

Can someone explain to me how it works in plain English?

This large circular ring with a rubber dampener between it and the rest of the hub is supposed to take out vibration and harmonics of the reciprocation mass inside the engine.
I see your answers and I have learned from them, sorry don't seem to be able to return the favor! Now the both of us are confused!

well being mass produced with out all the new lt weight close tolerence stuff like today its a rubber cased dampnrer or shock absorber works like a top another of them ancient things or course gyroscope the water in ocean balances the earth hi and low tide kinda thing atherwise stuff starts to wobble and fall apart
