Why is NH3 the most soluble of these: CH4, CCl4, SiH4, NH3 and PH3

Also, why is the bond order of the perchlorate ion (ClO4)- between 1 and 2?

nh3 is most soluble because it's the most polar and has the lone pair

perchlorates bond order is in between because it's charged and has the 1 extra electron
