Equal amounts of positive and negative charges exist in ionic compounds, so they are balanced out and there is no overall (net) charge in the compound.

If ionic compounds are composed of charged particles(ions), why isn't every ionic compound either positively or negatively charged?

Because ionic compounds like to be neutral.
