Cheap, reliable, smell proof, disposable bags for portable toilets? camping/etc?

I live in Kent, WA and there is a good chance of some flooding in the valley which will ultimately shutdown the sewage system.

So i plan on getting a camping toilet so we don't have to squat over holes in the ground. Only problem is, that the portable toilet bags sold with these toilets are really expensive! They work great i hear, can seal up, turn junk into gel, keep the smell out, biodegrade, etc etc

Are there any bags that are pretty good and fairly cheap for this purpose? I live with a family of 5 (dad, mom, 2 sisters, and me) and if the sewage was out even for only a few days that could potentially be a lot of bags

I'm also not so sure what to do with the bags besides bury them? I read that most of the ones that turn the waste into gel can be thrown away in the garbage legally, but those bags are fairly expensive
