Sakura from Naruto, especially before shippuuden. She's mostly helpless and should die because helpless characters usually only adds plot.
 
Yukino Azuzagawa from Yakitate! Japan.

The woman is really such a *****!

Because she ruined lots of lives, happy when her stepmother died.

hm well i'd have to say kikyo is rllyyyyy annoying, she's constently confusing inuyasha and preventing him to be with kagome grrrr that makes me so mad ahhhhhhh....... -throws somthing- >< ok... i think im calm now ^^

Quess Paraya from Char's Counterattack!

Char's Counterattack is my #1 favorite anime movie, and with that, I guess I should just settle with the fact that Quess belongs in the movie to add a twist.

But seriously... For those who have not seen Char's Counterattack, imagine Flay from SEED, give her newtype powers, and put her in a top-notch mobile suit with almost no training. That is Quess.
 
Lol I dont see why people hate him so much. He was pretty much like, you and your group of friends are all lame, weak, and annoying. I think I'll be evil because it cant be any worse than being with you guys. At least thats my interpretation. If you look at it that way he has a very valid point.
 
It's been a couple of years since i've seen this show but i'll say
Du Barry & Madame de Poglinac
Both from The Rose of Versailles.

I remember watching the show and loathing them so much. I remember thinking they were evil! At least i'll say they made for a really awesome show.

Wow.. now I wanna watch that it again.
 
i dont know if i posted this here before. nor do i know if this will be a popular one. but.....

Aya Natsume from tenjou tenge annoyed me for some reason =/
