Certified pre owned Honda Civic?

When you consider that the average mileage driven in the US is between 12 and 15K per year, you are going to have an extremely difficult time finding even an 06 with 8K. The Honda Civic is a great car with a super reputation for safety, dependability, and high MPG. The Civics I have rented on business trips have consistently gotten in the upper 30s to low 40s MPG highway and have prov en to be not only efficient, but a blast to drive. All this adds up to a car that is going to sell used at a premium and you'll not have a lot of room for bargaining. The up-side is that your car will hold its value well once you own it.
 
I am looking to purchase a pre owned/used honda civic either a 04, 05 or 06 from a dealer. i am looking for a a car in the 8k range with a down payment of 2k and financing the rest. but i am only finding cars in the 10k to 16.5 range. i want to know how much is it possible to talk down the price of the car in that price range? and how much of a down payment would i have to give for a car in those price range. i hoping to have all taxes and fees to be in a range i can afford but i know it might not be possoble
