Ceramic braces questions?

I am going to be getting braces soon and I was wondering if most orthodontists let you have colored rubber bands with clear braces. My friends has clear braces and DOES have colored rubber bands, but all the pictures I've seen, they just have clear rubber bands.

Another question: Do clear braces cost a lot more at most orthodontists? How much more do they cost?
