Cell phone after graduating boot camp?

My boyfriend is in the navy, he graduates boot camp january 8th, then he heads off too "A school" when will he be able to get a cell phone?
 
My husband is Air force, and we went into the bx during his basic training graduation and got a cell phone plan for him..he was allowed to call me throughout tech school!

I'm not sure if Navy "A school" is anything like Air Force tech school, but if it is, he'll get his cell phone back after he graduates boot camp. That is, if he took it down there with him in the first place.
