Where does the Catechism say not to passionately kiss someone before you are in marriage? People say it says this I just want to know where?

That varies from local culture to local culture. Oral sex is out; a kiss on the lips is OK in most cultures.
Many parents teach their children sexual abstinance. Some go futher and insist they try to master all sexual impulses. I belive this is the objection to passionate kissing that you are being told about. It is a pious act to do "more than the minimum".

The Catechism does not directly address this as far as I know. However, if such an action inspires lust in the two people, then it is wrong.
