Cat #1 always eats Cat #2's food, so Cat #2 whines and begs for food constantly

-- HELP!!? I have 2 females, ages 7 and 8. The 8 yr old eats her own food then sits by the other one and politely waits 'til the 7 yr old has had enough and walks away. There's always food left, because the 7 yr old would like to just graze and nibble all day. The 8 yr old polishes off the other one's food every single time. When the 7 yr old returns and finds her dish is empty, she whines and begs and basically drives us all nuts until we feed her. Again and again and again. I would love to just put out a big bowl of food, but if I do, the older cat will eat it all, and she doesn't need any extra calories. We feed them both just small amounts of dry food because they both end up eating many times each day. Any suggestions???
 
All I can suggest is that stick to a schedule and cat 2 will just have to learn to eat her fill and not graze. She will drive you nuts for a while, but you have to stick to the plan and she'll learn. I had to stop feeding my cat canned food morning and evenings and he cried for it for a while. Eventually it stopped and he just grazes on his dry food throughout the day.
