Cast Aluminium garden table and chairs flaking paint what can I use to repaint?

I have a good cast aluminium garden set some of the paint has began to flake of leaving it shabby looking, my other half says I cannot just paint over it , but man at D.I.Y store said I can , can someone please help, some paint remains whilst other parts down to bare metal . Thank You
 
You can't just paint on aluminium> It has to have a primer. Get some zinc chromate primer. Home depot or lowes will have it. Sand everything and then put a good coat of primer on it It will be a yellow-greenish color. Paint will not stick to aluminium unless it has this kind of primer.
