Animation is a art, and there is alot of artwork done to make the animations in a cartoon,
As to high quality, well not all of them, in my opinion, are very high quality, but quality is a matter of opinion. A lot of the older Disney stuff, "looney toons", were very high qualtiy ,My feelings on a lot of the new stuff is no, it is not very good quality,..but I feel the same about most so called contemporary, or modern art,...and others seem to think it is,..
