how can a committee on transportation approve a Senate Bill? Do they just mean send it to a vote?

Thats not how it works if your going to change or create a law.
 
Ok, I had to do some checking. As I figured, the bill has just passed committee. This bill still has a long way to go. Here is some reading for those that are interested:

This is why I kept my stock cans. Honestly, I can say that of all the bikes with after market exhaust, the inline 4's with slip ons or whatever are more likely to attract LEO than the duc. The duc sounds good with after market, the inlines are just annoying when they hit 10k RPM. My biggest issue is with the HD boys, when they put on straight pipes or other exhaust and ride by and my ear drum almost pops, that shit is ridiculous and needs to go.

We live a couple of blocks from a main road, and you only hear the loud ones - mainly only at night.
The straight-out Harleys are the most ridiculous, no question; they're just daring the cops to pull 'em. And yes, the loud fours are just so obviously revving off their heads. The Dukes like ours are loud, no question, but it's a more mellow sound, unless someone's really being silly.
The other loud breed is the Moto/Motard singles. They do some silly revs/decibels over the humps in our street.
Bottom line is: too loud in the wrong place ruins it for everybody, as it justifies the legislation and dissipates whatever sympathy we might once have enjoyed.
I guess the loud Harleys need to make a fair bit of noise just to get them moving. At least ours can be ridden with subtle throttle and still go OK.
 
I still suggest you go to the AMA site and take action by sending a form letter to your representative. If they don't feel the heat they will just turn a blind eye and leave us to the lefty exhaust police...
