Car won't turn over Honda accord?

Your starter motor is turning but it should throw out the cog what connects with the fly wheel gear ,and i don't think that is happening ,check that the gear in the starter is coming out .

I have a 98 honda accord with 123k mileages. 1 morning when i try to start my car the engine won't turn over, i try using the different battery from my friends car, it didn't help at all. all my light is on, after i turn my key to on, and turn to start, i heard the sound from the starter which is spinning, i removed my starter and bring it to the store to test and it works. Any help please.
