Car says Gas tank is Empty but it's not and won't start?

I currently drive a 01 Saturn SC2 4 cylinder. My car was working this morning and it said my tank was about a quarter full. Now when i try to start it says I'm on E and won't start. I tried to put gas in it but it had no affect. Only thing I can think of is the fuel pump might have gone bad and Fuel might not be getting to the engine. But I'm not good with cars to truly know. Can anyone else think of anything or can think how much it might cost to fix??
