Car partially blocks my driveway & police say it's legal; Now what?

Asked my neighbor why he was suddenly parking partially in my driveway. After saying I don’t use my driveway, which I said didn’t matter, and that he was on his property, which I explained a property line ends at the sidewalk. He called me a word that sounds like “stick”, but starts with a “P” and wouldn’t move. I said fine I’d called the police and get him a ticket. He said go ahead, I did and they DIDN’T! They said because he wasn’t completely blocking it, they couldn’t give him a ticket. They left, he pulled away shortly after, and loudly laughed out his window. Now he makes it a point to park with at least a foot of his truck in my driveway. Any useful thoughts?

I would go directly to the police station, complain and insist they speak with your neighbor to keep his vehicles completely off of your driveway!!!
It doesn't make any difference if you use your driveway or not...he has no right using it without your permission.
