Car inspection help!?

I have a 2001 Hyundai Elantra. My check engine light is on and after a smoke test I have a leak above my gas tank somewhere but the brackets are too worn out and rusty to attempt to solve the issue without running into bigger problems. I live in the state of Rhode Island and I heard that if you fail inspection and spend $400.00 on trying to fix your car and show receipts to whomever that the state has to pass your inspection. Is this true? Or are there any other ways for my car to pass inspection without me having to drop my gas tank and attempt to fix the problem?
