Car heater not working properly in my '95 Toyota Corolla?

I can turn on the heater and sometimes the air that comes out is luke-warm, but it is generally cool. It will sometimes get a little warmer as I drive further, but it is never nice and hot. The colder it is outside, the cooler the heater air is. Any suggestions for how I can fix this other than extra clothing, which is what I am doing to circumvent the problem now.
 
have your cooling system flushed
the heater works off of your engine
so when the engine is cool the heater wont work
once it warms up the heater should work fine

ok but since its not working right
it might be clogged up just from the years of use
old antifreeze will clog up and maybe blocking the hose to the heater
hope that help its just an idea really
