Car breaking mechanism. Help?

I have a science project where we have to build a car with a breaking mechanism.

The car is to go down a ramp (The tilt of the ramp can be adjusted) and it must stop 3m after the ramp.

We're not allowed to use mouse-traps, and I was thinking that I could use a string and axel breaking mechanism, but I'm not quite sure how to do it.

Please help! >_<
 
you need to be more specific, just come up with something that applies friction on the rotating axle. Something simple and reliable.
