Car Audio - Voltage Problem! Help!?

Background on system:
2 JL Audio W3V3 10"
Diamond Audio D3 1100.1 Amp, 4 gauge wire
Some $100 aftermarket pioneer deck
Alright so basically I've asked a few friends, and shops. I seem to get different answers. (Help correct me if my terminology is wrong please). Basically right now my amp is showing 12.5-12.7 volts. I'm told that to get "proper" power you need to be at somewhere around 14.

What do I need to change to get that proper voltage showing? I've been told my deck and my alternator but really don't want to spend more than a few hundred bucks, and I can't seem to get a definitive answer.

Thanks for your help in advance! I'll watch so if you have questions or something and need more detail I will edit it in.
Are you taking the measurement with the car running or without?
Both, without it was at about 12-12.2 running it was about 12.5-12.7

Is the amp "playing" while you are taking the measurement?
Yes, on my friends amp it has a digital readout that says it.

I was told that my door speakers as well as subs would be better off with a better deck.
