Car alarm, No remote, Flashing little red button under steering wheel Does anyone know..

...how to program or? My truck that I have now, the previous owner apparently put an alarm system in it, but with no remote. Their is a little button that flashes red under the steering wheel. How do I program it and what is it called? Thanks!
My truck that I have now, the previous owner apparently put an alarm system in it, but with no remote. Their is a little button that flashes red under the steering wheel. How do I program it and what is it called? Thanks! and also, I had to remove my battery and put it back in and the alarm went off, car wouldnt crank, and i wasnt able to turn the alarm off.
 
It may be just a "phony" alarm, especially if there is no remote (how did the previous owner set it w/o the remote ??); look under the dash to see where the wire(s) go to and just disconnect them
