Can't view tagged photos of some friends on Facebook?

There seems to be a problem on Facebook. Sometimes I cannot see tagged photos of friends for months and then the option to view reappears. Recently it happened on my best friends profile and I am definitely not on limited profile or anything but still cannot view tagged photos?
What's going on if I'm not on limited profile?
