Can't unlock right side rear seat to fall down for extra space in 1998 Honda Civic

DX Sedan 1998 Honda Civic has a lock in the rear between the two loudspeakers to unlock and drop the seats. When I turn the lock lever to the left, it works fine and brings the seat down. I can't get the right hand seat to drop, I think there is some problem with the locking mechanism. It never worked since I bought this used car. Is there a way to get to the lever and unlock it manually?
