Can't see my friends signed into chat.?

Ok well i sign into my chat and I am not able to see that people that are signed onto chat. For instance I'll sign into my email and then my friend will IM me and ask why I didn't say hi first and I tell him that it shows he is offline (or it says Contacts: 0 online) Am I able to fix this? And how? Please help and thank you very much =)
