Can't open a file in my cgi-bin folder?

I tried opening my file directly but it woudnt come up. mydomainname.com/cgi-bin/formmail.cgi

But I get this:

You do not have permission to view this directory or page using the credentials that you supplied.
HTTP Error 403 - Forbidden: Access is denied.
Internet Information Services (IIS)
Im using FileZilla 2.2 How do I save the changes in the permission, I clicked "execute and read" but it wont save.
should I save it as "read" or "execute" or both?

you seem to be on a windows server so I am not sure how the CHMOD works when granting permissions- i think that they use the cgi file as execute= default but I am not sure.

have you contacted the hosting company? the cgi file might be faulty- unlikely

have you tried to rename the file to something different- this is common as formmail is often hacked- by renaming it you get a little bit of protection

BTW the cgi file should not be accessible via a browser otherwise you will be hacked 24hr a day
