Cant get model car decals off of paper!?

All decals are NOT sticker type! Some must be soaked in cool water for about 5 minutes before slipping onto whatever you wish to put them on. Do NOT peel them off. slip them off the edge of the paper to the approximate location you want as final destination. Then slide into place and blot with paper towel to remove water and air bubbles under them. Then allow them to dry in that place and they will be permanent.
 
i know it sounds stupid but im new to modeling. im all done with my second car and this one has decals. i tried to peel it off like a sticker but i keep ripping them so i tried cutting them out and i still cant get to the sticky part. i started to get pissed so that decals ruined but theres a lot more and i dont want to rip anymore of them. is there any easy way to get them off the paper?
