Can't do anything because of Verizon/Alltel Meger - HELP!!!!

My sister and brother-in-law both have cell phones with Verizon. Their contract is up and they want to move over to a plan with my parents and get new phones. Verizon is telling them that they can't do anything (not even make ANY changes to their plan) because they live in a "Trust Market". They want to keep their numbers but also need to do something quickly because my brother-in-law's phone is dead. Does anyone know how to go about getting their numbers released so that they can actually do something with their contract? Has anyone encountered problems like this?
 
No one has Alltel. My sister and her husband have Verizon, as does the rest of my family. They live in an area that Verizon is selling off. They want to move their existing numbers from their Verizon contract to my parent's Verizon contract (as a Family Plan, to save some money each month). Verizon won't let them do anything with their numbers and contract. Make sense now?
 
Verizon isn't "playing you" or doing you wrong or anything...they really CANNOT let you do what you're attempting to do.

You cannot transfer numbers from one Verizon account to another...you can't port a number from one carrier to the same carrier.

They would be forced to pay an ETF on their line regardless...but they still can't move their current numbers to another VZW account. This isn't due to the Alltel merger...IN ANY WAY.

Also, Verizon doesn't "sell off" their own network...they may sell off another carrier's towers...which Verizon may acquire...so in this phrase:

There's a part of the story you haven't "heard yet".

Current Alltel customers can have their accounts pulled up...I know that indefinitely.

I thought you said they already had Verizon though? If they already HAD Verizon (and was NEVER part of Alltel) the sell off will not effect them in any way. The whole reason Verizon had to sell markets was because they ALREADY had their own, native coverage in those areas...so why did they need more...
