CANADA. University to do MSc and PhD in bioengineering (biomedical)?

What is the best university of CANADA to do a master and doctorate in biomedical engineering (also called bioengineering)?

Preferably that be PUBLIC, and offer scholarships to foreign students.

I'm aware that Canada has the best universities in terms of technology and robotics concerns.
