Can you write a story using another author's characters?

I've been asked this question twice now and am wondering myself. My friend is going to start these short story things with her own characters but refers to a few of Stephanie Meyer's characters. They're awesome, both stories and characters, but I was wondering if you could do this?

LIke would if she uses the same first names but not last...and refers to the same town?

I'd definatley get permission from the author AND publisher to avoid a possible lawsuit in the future. The characters and towns (if they are fictional) are property of both the author and publisher.
 
To prevent plagiarism and risk of a copyright law suit by the publisher and the author you should write using your own characters. Yes, the temptation is there to combine your work with that of Meyer's, but if you try to publish your manuscript you would risk a law suit.
 
Why, if the story is good, should she even feel the need to do that? Your friend needs to try standing on her own writing merits/talents and make up completely new characters, instead of riding on Meyer's coattails.

It is a very bad idea since you are in danger of being sued by the original author, a publisher may not accept it and even if they do you will get alot of grief off Twilight fans.

Think up some unique characters of your own, it will be more rewarding that way!
