Can you use the Law of Attraction to attract somebody with a specific personality?

Like, suppose that you want somebody creative and smart to come into your life{Just an example}. Do you think that perhaps if you use the Law of Attraction, you can attract somebody like that?
And also, this isn't really an important question but I'm still wondering, could you attract somebody {With the Law of Attraction} that is exactly how you imagined them, looks, personality, and everything?
