Can you use the Iphone 3g with T-mobile WITHOUT a data plan?

i was wondering if i could just use wifi because i have a ipod touch and a phone and im thinking of selling both and buying a iphone 3gs but i dont want to pay for the data plan i was thinking of using it as a ipod touch but with a phone in it so no surfing when on the road only home..... is this possible to do?
