can you use an o2 sim card in a Vodafone phone without unlocking it?

i am looking for a new PAYG phone to put my contract sim in but the best deals i can find are on vodafone phones. i used to be able to swap my sim cards between these two networks but this was years ago does anyone know if this is still possible or if it would have to be unlocked?
