Can you use a Samsung Delve Cell Phone with a regular calling plan form Alltel?

I understand its a "smart phone". im buying it from my friend, can i use it for just making phone calls. Im getting rid of my moto razor and replacing it with the samsung. I don't want text or anything fancy. Im looking to replace my broken phone. So can i use it with my current plan?
The Phone was previously used with Alltel and is an Altell phone which is also my service provider
