Can you unlock a locked phone?

Just bought a used Samsung SPH-M230 cell phone. When I try to use it a screen comes up with a code requirement. Guy won't answer my e-mail now. IS THERE ANYTHING I CAN DO OR AM I BONED? Thank you.
