Can you text and phone with a sidekick slide that has been unlocked but not activated?

I'm thinking about getting a sidekick slide which has been unlocked on all networks but the seller says it isnt activated, i dont really know what that means but i'd like to know whether id be able to text and call on it and if not what to do?
