Can you take the data plan off of a Motorola Android phone on Verizon?

My mom broke my phone, so she said that she would get me a new one. She has a Droid phone on Verizon, which we use, and I offered to buy it for her, since I like it and it has a preinstalled 16 GB Micro-SD card. So I wouldn't have to carry my iPod with me all the time. So, can you take off the data plan? She's charging me $100 - $150. Also, should I keep the data plan for the price she's charging me for it? By the way, the phone came out last September.
I'm 15, and I've never boughten anything from anyone before. So as far as the price and keeping the data plan for it are concerned, if it's "too low" than I don't want people thinking that I'm a cheap bastard whose trying to rip their mom off. She also claimed that "she doesn't want to get rid of it", but while we were on T-Mobile she said that to all the phones that she purchased and still has them today. She also has a BlackBerry for work but she uses it for everything. So feel free to share your thoughts on that, too.
Besides her work BlackBerry(AT&T), she has a flip phone on Verizon. She used it because she got sick of her Droid. She doesn't really use it a lot, but if I have to have a data plan on my line, then I guess we'll have to switch or something.
