Can you take a photo taken during the day, and make it night whilst adding

lighting effects ? Basically, im trying to do a mockup of what a certain site would look like with certain lighting for a big event.

The photos are taken in the day time. I want to add lighting to this photo and make it look like it's night, with the lights illuminating the buildings in the correct way, angle etc...

Any ideas ?
Pref using photoshop cs3
