this is what you're given

Rules are simple
1) Solve it

a clue: The former king of France but defeated in 1815 at H20-British toilet. (no that's not a typo)
it also says One last thing to really psyche all of you out if you have read closely i have already given you the answer!
 
Well...Napoleon Bonaparte is the person it's referring to.
Not sure how to get that out of those letters though.
