For example: I get a Verizon family plan and want to pay for a line for a friend in another state. Is that possible?

I'm not certain though. They have all these rules which they must abide by which is per state ordinances...so...it depends on the state.

I agree, your best bet would to look on your ISP's webpage to see the TOS of the state you are inquiring about.

Well, I actually included my mother on my Verizon family plan and she lives in another state.

Been doing it for over a year for now with no problems.
